02 Who served

The same figures for every Congress. Ages come from birth years, so each is correct to within a year. Women are counted from the congress-legislators file, which records gender for almost every member; the count used is in each table. The first panel group uses one scale for all six panels, so their heights can be compared.

03 How Congress votes

Voteview lists every vote in the House and Senate that was recorded by name, back to 1789. Votes by voice or show of hands are not recorded and are not counted here. A vote "splits the parties" when a majority of one of the two largest parties voted yes and a majority of the other voted no. This is a count of votes, not a judgment about any bill.

Recording rules changed over time: the House began recording most votes electronically in 1973, so counts jump after that. The 119th Congress is still sitting, so it is left off.

Where the middle member of each party sits (NOMINATE)

NOMINATE gives each member a score from roughly −1 to +1 based on how they voted compared with everyone else. It is an academic measure from Voteview, calculated from roll-call votes, and it describes patterns in voting, not what anyone believes. The lines show the middle score of each party's members. The gap between the two parties' middles is the common measure of how far apart the parties are.

04 Bills and laws

Bills introduced are counted from the 93rd Congress (1973), the first for which Congress.gov lists bills completely; the site holds partial lists for earlier Congresses, which are not shown as counts. Public laws are those GovInfo lists in the Statutes at Large and the public-law series. A Congress that GovInfo's listing held here does not cover shows no figure. The Congress still sitting is left off.

08 How this is counted, and what each one means

Each figure counts the people Voteview lists for the chamber and Congress, or the recorded votes it lists. Ages come from birth years, gender from the congress-legislators file, and the party scores from Voteview's DW-NOMINATE, an academic measure of voting patterns that is explained in section 8. For which party held the House, the Senate and the White House in each Congress, see party control.

  • Members, party scores and recorded votes: Voteview, UCLA ↗ (Lewis, Jeffrey B., Keith Poole, Howard Rosenthal, Adam Boche, Aaron Rudkin, and Luke Sonnet (2026). Voteview: Congressional Roll-Call Votes Database. https://voteview.com/). Voteview compiles its lists from the official House and Senate journals; it is an academic project, not itself an official record. This site holds its member, party and roll-call files for the 1st to 119th Congress.
  • Gender: unitedstates/congress-legislators ↗ (CC0), joined to Voteview by Bioguide ID. It is built from the Biographical Directory of the United States Congress.
  • Bills: Congress.gov, Library of Congress ↗ and GovInfo bill status, as held on this site. Complete counts begin with the 93rd Congress.
  • Laws: GovInfo, public and private laws and the Statutes at Large ↗, as held on this site.
  • How this file was made: November 2, 2026, from the tables the site already holds. File SHA-256 2eca58a823ad0ebf…. The step that makes it is pipeline/build_archive_numbers.php.
People who served
People who served in that chamber at any time in the Congress, as Voteview lists them. A seat that changed hands mid-Congress counts both people, so the number can be above the number of seats.
Age
Age in years at the start of the Congress (the first calendar year of the Congress minus the birth year). People whose birth year Voteview does not give are left out, and the count used is shown.
Women
Share of members whose gender is recorded in the congress-legislators file as F. People the file does not cover are left out of the share, and the count used is shown.
Congresses served so far
Congresses served so far, this one included. A Congress counts if the person appears in Voteview's member file for it, in either chamber. Two years is one Congress.
First Congress
Share of members in their first Congress. The 1st Congress is left out because everyone was new.
New since the last Congress
Share of members who were not members of the Congress before this one. It includes first-timers and people who came back after a break.
Recorded votes
Recorded votes in the chamber, as Voteview lists them from the official journals. Votes by voice or by show of hands are not recorded and not counted.
Votes that split the parties
Share of recorded votes on which a majority of one of the two largest parties voted yes and a majority of the other voted no. Only votes where both parties cast at least one yes or no are counted.
Votes that split them 90 to 10
The stricter version: at least 90 percent of one party voted yes and at least 90 percent of the other voted no.
NOMINATE
DW-NOMINATE first dimension, a score Voteview (UCLA) calculates from roll-call votes. Lower scores are usually read as more liberal and higher as more conservative. It is an academic measure, not an official record, and it describes voting patterns, not beliefs. The party figure is the middle score of the party's members.
Party gap
The distance between the middle scores of the two largest parties in the chamber, on the same scale. A larger number means the two parties' typical members vote further apart.

A figure the file does not hold is shown as "No figure" with the reason, and is never filled in. Early Congresses had few recorded votes by party and no organized parties as we know them, so party measures for the 1st to about the 20th Congress compare groups Voteview names as it finds them.
