Mr. HILL of Arkansas. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise today in support of Mr. Moore's Protecting Privacy in Purchases Act. Financial privacy is fundamental to consumer trust and confidence in our financial system. As technology continues to transform financial services, protecting Americans' financial privacy remains an essential part of Congress' oversight role. Merchant category codes were designed to help process transactions, not create mechanisms for tracking or categorizing lawful purchases.

    • · House · H3879-H3896

Mr. HILL of Arkansas. Mr. Speaker, I thank the gentleman for yielding, and I thank my colleagues on both sides of the aisle because there are not people on the floor of the House that support Putin. There are not people on the floor of the House tonight that support Russia's invasion of Ukraine. I rise to speak, however, in opposition to H.R. 2913, the Ukraine Support Act, and explain, in my judgment, the flaws in this bill. I stand here concerned and somewhat sad that I am here because no one has been a more steadfast supporter of Ukraine than I have, in my judgment.

Mr. HILL of Arkansas. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I will speak in support of H.R. 5317, the Community Bank Deposit Access Act. This is a bill that over my time in Congress I have introduced several times and worked with colleagues to extend the ability to attract deposits to local community banks to make them more competitive. Recorded votes on this measure

Said on the floor about this bill

    • · House · H2560-H2568

Mr. HILL of Arkansas. Madam Speaker, I rise in support of H.J. Res. 139, a straightforward, commonsense balanced budget amendment to the United States Constitution. Throughout my tenure in Congress, I have consistently supported solutions to address Washington's top-down, one-size-fits-all approach to spending. For decades, Washington has spent beyond its means, avoided difficult decisions, and relied on borrowing to fund an ever- expanding government. That approach has proven unsustainable, and today the consequences are impossible to ignore.

The United States and the Islamic Republic of Iran have had an adversarial relationship since the 1979 Iranian Revolution. • · House · H2078-H2080

Mr. HILL of Arkansas. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise today in support of Mr. Lucas' bill, the PROTECT Taiwan Act. The Chinese Communist Party, or CCP, continues to threaten the people of Taiwan's independence by repeatedly holding military drills, increasing economic coercion, and ramping up political pressure.

My amendment to the NDAA supports the C-130H (and planned C-130J) Air National Guard Formal Training Unit in my district. C-130J aircraft are critical to the Arkansas National Guard. The planned C-130J Formal Training Unit (FTU) for the Air National Guard is the 189th Airlift Wing of the Arkansas National Guard. The unit will be responsible for training all future Air National Guard C-130J pilots and loadmasters.

    • · House · H3501-H3503

Mr. HILL of Arkansas. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in strong support of H.R. 3351, the Improving Access to Small Business Information Act. The SEC's Office of the Advocate for Small Business Capital Formation is a vital tool for small businesses and entrepreneurs. The advocate hears firsthand from businessowners about the real-world issues that they are facing when raising capital. Outdated regulations make it more difficult than it needs to be.

    • · House · H3501-H3503

Mr. HILL of Arkansas. Mr. Speaker, I include in the Record the CBO estimate for this bill. • · House · H3508-H3509

Mr. HILL of Arkansas. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in strong support of H.R. 3357, the Enhancing Multi-Class Share Disclosures Act. Mr. Speaker, multiclass structures have existed in American capital markets for many decades, helping founders retain control of their companies without holding a majority of the economic interest. These structures are important for certain business models, like family businesses, but they also raise questions about transparency and shareholder rights.

    • · House · H3508-H3509

Mr. HILL of Arkansas. Mr. Speaker, I include in the Record the CBO estimate for this bill. • · House · H3427-H3434

Mr. HILL of Arkansas. Mr. Speaker, I yield myself such time as I may consume in support of H.R. 1919. This bill has been before us in this House Chamber. We debated it in the last Congress. It has had the outstanding leadership support and advocacy by our majority whip here in the House, Mr. Tom Emmer of Minnesota. I rise in strong support. At stake is a fundamental choice about the future of money in America, a choice between freedom or government control.

    • · House · H3427-H3434

    • · House · H3059-H3187

Mr. HILL of Arkansas. Mr. Speaker, I thank the chairman for yielding time. Mr. Speaker, I rise in strong support of H.R. 1, the One Big Beautiful Bill Act. For too long, government spending has gone unchecked. Last November, American voters sent a clear message. We need to rein in government spending. Our Financial Services title exceeds our $1 billion budget instruction by over $600 million. It caps the Consumer Financial Protection Bureau's budget authority by nearly half.

  • H.R. 275 119th Congress

    Recorded votes on this measure

Said on the floor about this bill

    • · House · H2989-H2993

Mr. HILL of Arkansas. Mr. Speaker, I rise in support of H.R. 275, the Special Interest Alien Reporting Act. This bill requires the Secretary of Homeland Security to publish monthly reports on the number of special interest aliens attempting to unlawfully enter the U.S., including specifications on the encounter location and the alien's country of origin. During President Biden's tenure, we saw an unprecedented number of special interest aliens from China, Iran, and Russia. A special interest alien is a person who poses as a potential threat to the United States.

  • H.R. 3394 119th Congress

    Recorded votes on this measure

Said on the floor about this bill

    • · House · H2869-H2871

Mr. HILL of Arkansas. Mr. Speaker, I certainly thank our distinguished chair of the subcommittee, Mrs. Wagner of Missouri, for her daily leadership of our agenda to make America more competitive by having the most liquid, competitive capital markets in the world. These bills certainly take a step in that direction to support that goal. I thank my friend from California (Mr. Sherman) for his comments in support of the bill. The gentleman is right, Mr. Speaker. I think we have all learned in our lives that intelligence and wealth aren't directly correlated.

  • S.J.Res. 28 119th Congress

    Recorded votes on this measure

Said on the floor about this bill

    • · House · H1514-H1519

Mr. HILL of Arkansas. Mr. Speaker, pursuant to House Resolution 284, I call up the joint resolution (S.J. Res. 28) disapproving the rule submitted by the Bureau of Consumer Financial Protection relating to ``Defining Larger Participants of a Market for General-Use Digital Consumer Payment Applications,'' and ask for its immediate consideration in the House.

    • · House · H1514-H1519

Mr. HILL of Arkansas. Mr. Speaker, I yield myself the balance of my time. Mr. Speaker, let me say that, again, we are talking about unelected bureaucrats in an agency that is not following the strict direction of Congress and have overreached in how they have proposed this rule at the last minute at the end of the Biden administration. It is truly a midnight rule with limited comment period. Mr. Speaker, 30 days is the minimum under anybody's consideration of a fair-minded Administrative Procedure Act comment period.

  • H.R. 692 119th Congress

    Recorded votes on this measure

Said on the floor about this bill

    • · House · H596-H599

Mr. HILL of Arkansas. Mr. Speaker, I move to suspend the rules and pass the [[Page H597]] bill (H.R. 692) to require the United States Executive Director at the International Monetary Fund to advocate for increased transparency with respect to exchange rate policies of the People's Republic of China, and for other purposes, as amended.

    • · House · H596-H599

Mr. HILL of Arkansas. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in support of H.R. 692, the China Exchange Rate Transparency Act. I thank my friend, the gentleman from Pennsylvania (Mr. Meuser), for his leadership in crafting and sponsoring this legislation. I also congratulate him for assuming the chairmanship of the Financial Services Subcommittee on Oversight and Investigations for this, the 119th Congress. He is off to a superb start. H.R. 692 is a critical tool as we reassess our economic relations with the People's Republic of China.

    • · House · H596-H599

Mr. HILL of Arkansas. Mr. Speaker, I yield myself the balance of my time to close. I thank Mr. Meuser for his hard work on this bill. To friends on both sides of the aisle, these are both significant reform efforts in the IMF to improve transparency and particularly for what we have seen over the years as a lack of being willing to play by the multilateral rules that all large developed economies have been doing. Therefore, I really support these bills. Mr. Speaker, I urge my colleagues to support H.R. 692, and I yield back the balance of my time.

  • H.R. 736 119th Congress

    Recorded votes on this measure

Said on the floor about this bill

    • · House · H599-H601

Mr. HILL of Arkansas. Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 736) to amend title 31, United States Code, to modify the deadline for filing beneficial ownership information reports for reporting companies formed or registered before January 1, 2024.

    • · House · H599-H601

Mr. HILL of Arkansas. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in strong support of H.R. 736, the Protect Small Businesses from Excessive Paperwork Act. I thank Representative Nunn of Iowa for his work on this important legislation. In 2021, Congress passed the Corporate Transparency Act, known as the CTA. The goal of the CTA was to strengthen national security tools to target bad actors and nation-states attempting to launder money through illicit activities.

    • · House · H599-H601

Mr. HILL of Arkansas. Mr. Speaker, I yield myself the balance of my time. Mr. Speaker, we have had a good, robust debate on the importance of the right tools for the Treasury, for our States, and for our law enforcement to root out illicit finance. Today, the Corporate Transparency Act, I think, has been exposed for what it is, which is a tremendous overreach in that effort that has added complexity, financial burden, and confusion for our small businesses.

72 measures with two or more recorded votes in the same position. The 40 most recent are shown.

Method: we compare only recorded Yea and Nay votes on the same bill or resolution in the same Congress, and only on these kinds of question: passage or adoption; conference report; concurring in the other chamber's amendment; overriding a veto; treaty ratification. Amendments, motions to recommit, to table, to proceed or to end debate, and every other procedural question are not compared. Present and not voting are not compared. A vote with no date, no question text, or no link to its official roll-call page is left out. The text of a bill can change between votes; the description on each record is the one recorded for that roll call.

Floor statements are quoted from the Congressional Record as printed by the Government Publishing Office. We have read it from January 6, 2025 through November 2, 2026 so far; earlier statements are not shown. A passage is listed for a bill only when its own text cites that bill. Excerpts are the opening of the passage, cut at a sentence; the full passage is always one click away. Statement pairs appear only after two separate reviews, and every quote is checked word for word against the stored passage each time it is shown.

Votes come from the House Clerk and Senate roll-call records as compiled in the Voteview archive. Votes before the chambers published roll calls online have no official web page and are not shown here.
